Tim--You're all wet (pun intended).
I stood and looked at that canal along I-10 with Paul Mentzer on Saturday. The water is owned by the Central Arizona Water Authority. Paul told me that they have signed a contract to buy 5 acres of water per year (equivalent of 5 acres in area, 5 feet deep). This is the amount IPM feels they will need per year, and the Authority has told them they can have more if they need it.
There is no water problem; never has been.
