First, trace the money, identify the source and shut it down. Execute covert operations using only our best operatives, along with Isrealis, to track down and kill terrorists cell by cell. Start at the top and work down. Deploy special forces to clean up in each country. Provide air cover in openly hostile environments. Use bribery to identify locations of terrorist cells. If Saddam is behind this in any way, a full invasion followed by his execution (on the battle field of course). In this country, incarcerate illegal immigrants holding phony ME passports as POWs.
