Afghanistan was by far the largest producer of opium poppies in 1999, and narcotics trafficking is a major source of revenue. cia.gov

This is a semi-traditional source of income for CIA operations. As in other things, the Afghans were well trained. Cutting this off isn't that easy, either, the former Soviet republics to the north are not that much more governable than Afghanistan itself.
