What you fail to realize is that in the case of legalized drugs, it is not the current criminals that will be the producers. American industry would be able to produce whatever the required demand is. This would drive prices down, and the profits generated from this business would dwindle. Some further import restrictions etc could be imposed if required, but I don't think they would be necessary. The prototype for this is prohibition. The amount of $ that would not be exported out of the US (and spent on policing the drug traffic trade), could now be spent on defense, the economy, and a percentage on drug rehab. It is short sighted to think that those who are benefitting now would be those that would benefit in a legalization scenario.
