EB, That articles seems to be a compilation of myth with a few graisn of truth thrown in.
I cannot understand any reason why the army would not simply try to solve the problem. What reason would they have to deny liability of they felt they were not liable. I understand that many vets are looking for a mealticket with the aid of assorted lawyers.
In 10 years I would expect 10,000 out of any population to die.
As to new anthrax toxin, I do not believe a poison of such toxicity is possible. What fits on a pinhead is about 1/100 MG of an organic chemical and it hard to see how that could spread out to 500,000 people.

There are some vaccines againt anthrax and gas masks stop the spores and the toxin if spread as a dust.
As to us? If we have a stockpile of vaccine and 4 weeks warning we could stop an epidemic. If an enemy was able to spread a few hundred tons of spores into the jet stream and covered the USA probably 10 of the people would die. It responds well to peniccillin and we have lots of that around.
