Perhaps this should all be put in the prospective of the last terrorist act involving the White House.

All of the satellite shots, including infrared, all of the aerial photographs, the previously undisclosed ground intel people on the actual scene, and the extensive analysis of all data for months thereafter, prove CONCLUSIVELY that Clinton was aiming at the photo of Ronald Reagan when he inadvertently hit the blue dress.

When you've only got one shot, your chances of a direct hit on the desired target diminish...
