The War on Terrorism is the second declared war by the current administration.

The War on Drugs From Columbia is equally impressive.

1) $1.3 billion spent spent so far this year.
2) A lot of Co-operation from the Columbian government and military
3) Terrain difficult but accessible
4) Language...Spanish and American Dollars
5) Architect of the program...Colin Powell
6) Co-operation of nearby countries...very high

7) Impact on drugs in America...very little

My point being that the war on terrorism will be much more difficult, expensive, and prolonged.
