I accord no 'brilliance' to the action. To a degree, it was dumb luck; only 3 of 4 (or more) planes hit their targets and they could not have guessed the Pentagon plane would get past air defenses (they hoped, but were not at all sure).

I also doubt they knew:

a) the attack would cause the complete collapse of the WTC buildings

b) that Bush was not in DC

c) that some of the Islamic countries would oppose them more

d) that the FBI would so quickly find all the clues left behind

To some degree, there was the sloppiness of amateurs evident.

At best, I'd say evil and clever. But definitely not 'brilliant.'
