Maybe they didn't need so many Gods to do different things? The Old Testament however was written in a settled agricultural-urban society though they were nomads in the past and recently settled. My reading of things is that Jews may have arrived from the desert/steppes with a monotheistic tradition (though there may have been local land/tree spirits and the like) and then syncreted that onto some elements of the Canaanite religion of the culture they were taking over and settling amongst just as they took over the language.
