Thanks. This illustrates the problem with discussing the topic with our conservative colleagues. The Administration says one thing and the conservatives claim another intent altogether, whether it be testing or goals.

Which policy is it that we discuss. The stated policy of the Administration or the real policy that the Administration denies?

A bizarre state of debate.
