Absolutely!

If you gained the impression that I "blamed" the whole situation on the the US actions of the past, this was not my intention. I do not think any ONE party is to blame. What has happened has come about as a result of many factors.

What I WAS trying to suggest, however, is that there is some
merit in reviewing what has, and has not worked in the past.
I think it was the philosopher Santyana who said something like "He who does not learn from the past is compelled to repeat it....."
