Would it make sense to say that true value is found when corporations continuously make money and the price of their shares are low compared to historical ratios?

Regardless of "how cheap the shares look" in terms of recent prior levels under an environment that disregarded above historical ratios.

Then we would have an idea of the "bottom"

The current environment does not seem to indicate that business are going to make lots of money soon...

Then again, there could be those businesses that are making money.
