U.N. envoy warns Taliban to cooperate

The U.N. envoy to Afghanistan warned the Taliban on Wednesday they face grave risks if they do not accept international demands to hand over Saudi-born militant Osama bin Laden.

United Nations envoy Francesc Vendrell, who has led futile efforts to bring peace to Afghanistan, said Afghans do not accept demands easily and the United States would find it hard to flush out fighters in the country's rugged terrain.

Vendrell said that, while he expected the United States was now focusing on military action, there must be clear political objectives if Afghanistan is not to end up even worse off after the Taliban are removed.

"If properly handled, the United States could have a large number of Afghans looking up to them as deliverers and not as enemies," he said.

Vendrell said the long-term goal was a government freely chosen by the Afghans. But an interim administration was needed that would reflect Afghanistan's diverse ethnic mix -- unlike the Taliban, whose followers are overwhelmingly Pushtun tribesmen.
