And how about those who employed them?? Take Belgium: in 1991 (? not sure), a prominent political figure was shot by two Tunisian hitmen... Former Secretary of the Parti Socialiste, former Minister, Honorary Minister and Mayor of Flemalle Andre Cools was killed as he left his Liege appartment with his companion. Well, my point is that those who wanted him dead and contracted out the killers have, up to now, never been brought to Justice... The two Tunisian wretches were hired for a ridiculous $3,000 --the guys were told they were gonna snuff out a "drug bigwig"-- by Belgian-Italian mafiosi who themselves were recruited by.... put your favorite name.
So, I've thought of the following phrase: Terrorists are mercenaries of the rich. That is, rich countries... Indeed, just as Africa's banana republics routinely call up mercenary agencies to protect their oil/ore industries or to wage war against breakaway/rebel warlords, rich/developed countries can't fight each other in the open --for obvious, frightening reasons... Hence they must use proxies AND conceal their battles behind smoke screens and scapegoats... Somehow, terrorism is nothing more than mercenary warfare + secrecy.
Coming to the Sept 11 terrorist attacks on the US, it's clear that the hatchet men who executed the hijackings and the ensuing suicide raids were merely the hirelings of a DEVELOPED/POWERFUL country. That is, a country or a joint-venture of countries whose stakes are COMMENSURATE with the blow inflicted upon the American superpower... The mastermind belongs to the same league as its target.
Hence, the challenge for the US is not to sweep the terrorist scum off the earth and startle the so-called civilised world into a dubious crusade. For, as long as Europe and America (and Russia and China...) will have conflicting interests (as regards energy supplies, oil, spheres of influence, etc), they'll always be able to contract out their internecine struggles to hatchet countries/organizations. Unless poverty and hopelessness are not eradicated worldwide, rich countries will always be able to hire from a pool of "Arab thugs" to handle their dirty work. Several months ago, France and Russia hired Masood and his henchmen to carry out hijackings in the US --just to give smug America the bang of terrorism-at-home. However, Masood, a shrewd, seasoned warlord bent the rules... and brought the whole world on the brink of WWIII. Tomorrow, the US might retaliate on the same tack and use North African frontmen to give Europe the thrill of terrorism... and we've come full circle.
