I think military action is more likely against Iraq than Afghanistan. The Taliban is in a desperate economic situation, so the US has significant leverage to get them to turn over Osama bin Laden. Time will tell whether this is successful. Saddam is not going to surrender, so there is no chance of diplomacy with Iraq.
