Of all the various thoughts and analysis on who is behind those terrorists, the one given by Israeli intelligence reproduced in your post,is the most credible and probably the one that makes most sense.
The response by US authorities should be to extermitate physically one by one those extremists, who are well known to most intelligence services on the planet,without wasting the time with diplomacy and world wide consensus, which in any case is impossible to manage as interests are all divergent.
An attack on Afghanistan is a very dangerous and probably useless issue, as the masterminds of terror will NOT be there awaiting for the world to agree with,and to support America. Binladen in not the only one responsible for this tragedy.
The only country that has experience with the kind of war to be fought is Israel. They have faced years and years of terrorism, suicidal attacks against women and children, and regular horror.
Many solutions have been applied. Bombing the Hezbollah in the Beeka Valley, arresting potential terrorist and democratically trying them in court, etc... It was a failure. The only solution is a list of terrorists and sponsors of terrorists to assassinate.
Knowing they are on a list will take their focus away from making and planning attacks.Their time is then spent looking over their shoulders and trying to protect themselves.
America's foreign policy is now faced with a different situation since September 11th, and decisions have to be made without necessarily having to convince other countries of their plan.
America is rich and powerful enough to take its responsabilities and to ensure full security for its people inside and outside its borders, whatever it will take and however certain decisions may seem immoral for certain persons, groups and countries.
That is the new war and it is a war America has to fight and win. Forget conventional warfare in this context, and just bring back the heads of those criminals one by one.
