I may have had the exact facts wrong, but I do think that SUVs are treated as trucks, which have higher CAFE numbers than autos even though they are clearly not truck or truck equivalents.

You're getting warmer. :-) SUV's, minivans, and light trucks are grouped in the same classification with a 20.something fleet average. In my general experience (which may be incorrect), light truck includes full-size, 1/2 ton pickups which is often the platform upon which full size SUV's (Expedition, Tahoe, Suburban, etc) are built, so I think it's fair to classify them as a "light truck".

If you're going to complain about the classification of SUV's, you ought to broaden the scope of your argument to include minivans and crew or extended cab pickups, IMHO.
