I do not believe that they enjoy slitting people's throats. If they perceive one as an enemy, they would be prone to slit their throats. The US would just bomb them. It is aseptic and cleaner that way. The terrorists lack the proper equipment and follow unorthodox protocols.

Some would say more civilized as well.
