There is some of that, but there has been no order against sharing data between intelligence organizations on suspected terrorists in the U.S. and integrating their products and actions. The fact that at least one of the hijackers was a suspected terrorist, yet allowed to tavel on a B-1 visa, is a sad testament to inter-agency cooperation. Hopefully, this event will lead to a cabinet-level intelligence function with the authority to cut across organizational lines and take timely action.
