Surgical strikes are not a myth, but they are a tactic that only works in certain situations, such as the taking out of a well-defined target within a populated area. Such strikes were pretty much a myth in the pre-Desert Storm days, as our Vietnam experience demonstrated, but they came of age during Desert Storm. Unfortunately, as the Jane's article states, they may not play much of a role in the current situation. We still lack the real-time intelligence against mobile targets needed to make surgical strikes. Even in Iraq we were not too successful taking out Scuds before they were launched. With a gang of terrorists who changes places every other day, we may have the same problem.
