One of the most effective "weapons" may be angry bankers and insurance companies in dozens of countries. The have the power to freeze bank accounts, cancel credit cards and they have a global record keeping system that is likely larger than the CIA's and armies of accountants. Don't forget that it was the IRS that caught Al Capone.
