It says we should not try to exact personal revenge. Governments and Laws are one way that legitimate justice can be had in this life. These provide checks and balances against personal revenge, but since governments are composed of fallen humans there are bound to be abuses. Ultimately, God will judge each person, and He will do so justly. |
