You seem to feel that the modern terrorist and the military kill civilians for the same reasons. The modern terrorists kill civilians on purpose to instill fear. The terrorist cannot win a set piece battle. There only hope is to instill enough terror into the populace, until they give up and cede their demands. The Vietnam war was a cross over war, in that their army used both; terror of the civilians, and fought set piece battles. The modern terrorist doesn't bother with the set piece battle. The military wants to destroy the other army, not their civilians, in a set piece battle, so that the civilians are defenseless and have to concede. One targets civilians on purpose, and the other cannot avoid civilian casualties. Yes you are right, in either case you are dead. But consider this; who gets blamed in society more? The drunk who gets behind the wheel and kills you by drunkenly crossing the center line, or the guy who crosses the line because he was swerving to miss a child? Both would have killed you; but which one would the law go after.
