MSI, it's unlikely that any Globalstar phone message could be monitored directly because the CDMA system for encoding the voice makes it very difficult to find the right code that applies to a certain message (and the code changes all the time). However, if part of the message transmission went over wired lines or over analog wireless, it could be monitored fairly easily. AM short wave and other old technology is easy to monitor, and most likely is the only technology available in remote areas (other than Globalstar). Even with a scrambler attached to the old technology, monitoring is possible.

If the U.S. has been able to monitor communications between members of bin Laden's groups, and if the U.S. is ready to provide this evidence, then it's going to be very difficult for the Taliban to justify their refusal to deliver him and his supporters to the U.S. or a neutral power.
