Palestine was a Protectorate, a British mandate from the break up of the Ottoman Empire...you already knew this.

Did it need to be an actual country for it not to be sliced up by Western powers to establish a well-financed State?

Why should the other Arab countries take in people who were living on their own land for centuries when they already were in place and making a living?

Furthermore, the Arab countries would not want to set any precedents and giving the West a reason to justify the taking of that land.
