I think the so called FBI monitor must had happened with the help from the service provider. As a matter of fact, there is a requirement to what ever the system that FBI can make a lawful intercept to whoever that want to monitor. There is a TIA standard for that, J-STD-025.

This is how things work. The FBI can mark certain number as the LI target to the phone system, so whenever the target number makes the call, the call contents will be delivered to the lawful intercept agent for monitoring.

So it doesn't matter what system you are using or whatever the coding you are using. If you are marked man, you are exposed naked.

Of course that is on the system that is implementing the standard, which I believe is mandatory, sooner or later.
