I've already given what can be considered an answer:

The U.S. and the rest of the world must do whatever it takes to rid itself of these lunatics. If they don't it will never end.

We'll spend most of our time and energy and resources looking behind bushes for the next lunatic, and the world's progress will be slowed to crawl. That cancer cure that was maybe 10 years away will now be 100, that ability to help the disadvantaged will be dampened, & less likely to happen to everyone's loss, the speed of things that need to be done will be reduced to a snails pace, if we don't take care of the problem, and do what is necessary.

How they accomplish that is not for me to decide, that's what the Colin Powells, the Bushs, and the Generals of the world are charged with.
