absolutely correct. and yet, if you think about it, in spite of NATO invoking article 5 for the very first time it is certainly not what we would conventionally regard as war. although it certainly is if you use the term loosely...armed non-state combatants can also wage war after all. the main problem is that we don't appear to even know who they are, or has someone produced names cum evidence in the meantime?
