I did read that the US considered such a scenario very recently - creating two satrapies in the north and south, the north a Turkish sphere, and the south an Iranian sphere, with a Sunni rump state. Didn't happen, obviously. Would the regime hold together without Saddam? I have no idea. Definately not without the support of the Republican Guard and intelligence services.

Saddam has himself a mini-totalitarian regime. Maintain a constant environment of crisis and enforce total domination of the populace. He isn't a dumb guy. Wouldn't have survived this long if he was.
