I thought that Bush's biggest flaw was that he insisted upon acting as if he had a mandate after such a close election. I realize now that it is not an act, he apparently can't discern whether advice given is sincere or self serving and so just has a formula for deciding who to listen today. I had a boss like that once, clueless about the new technology that had developed in the field and so he always alternated between which of two managers he would side with. It became obvious and the competing factions manipulated him until he "retired".
