Jerry, they did make an "open standards" pledge. It was for IE, but not Windows. It's been a while, but I'll try to find a link or two.

No, open standards isn't Microsoft's core strategy--making money is. For their internet products, they've fully adopted open standards. But they also have proprietary products (i.e., Windows), which they are keeping proprietary. Microsoft has a wide range of products, so this isn't an all-or-nothing issue.

Oh yeah, as a side note (again): Writing something in an open/standard language doesn't mean that the end product will be open/standard (RE: your "they should re-write everything in Java" arguments). C++ (or C, I guess) is an open/standard language, and that's what they used to write Windows, Office, and pretty-much everything else.
