IMHO, the maps, etc. probably originated with UPR. UPR has been around a long time, which means they are not (probably) using mercator projection (UTM) for their mapping. They are probably using one of the older methods of survey which are still popular, especially in the mid-west. I'm not at home right now, but when I do get there, I have a conversion program that converts back and forth between survey methods.
The US is a bit screwy that way... They still legally use more than a dozen different survey standards. Using any one of them will get you close, but deviation can put you a hundred miles from where you think you are. Look slightly soutth of Cheyenne Wells.
