History shows that tit for tat (Northern Ireland, Palestine and Israel) reactions do not solve the problem.

After searching on the subject "tit for tat" (and sorting through the sites that were not porn ng) I found a link to a story I heard a long time ago. It's about behavioural scientists playing computer games mimicking evolution where you can win, lose, co-operate, or betray other players. Scores are awarded on how well you do.

There were lots of different programs developed, some of the quite complicated to achieve the highest score.

A very simple program called "tit for tat" won over everything else according to the story I heard.

So, I think that is why governments use the "tit for tat" approach. With determination...it works where all else fails.
