A clear message must be sent to the terrorist,their states and to the world in the only language they understand, force.

I believe the best language and strategy to minimize loss would be to invade, which will cause the enemy to flee to the mountains. Then with artillary fire mini-nuke shells with a devastation range of 2 to 5 miles, eradicate those above ground and cause landslides to bury those beneath.

We'll worry about what the world says later when we say "whose next?"

Yes I'm aware of collateral damage but they didn't worry about ours, unfortunately that's war.
