If you guys really want to know there are a few hurdles to buying lots of plane tickets for government workers:

1) Government travel tickets now cannot be bought without a signed travel order and justification for the travel.

2) You can't buy a service beyond the current fiscal year normally (Congress would have to make an exception here).

3) Airlines probably wouldn't want to lock in certain prices not knowing what fuel and other costs will be in future years.

4) I wouldn't trust most government agencies to keep track of so much inventory for years to come and use them properly.
