With a war situation, you never know. The Clinton recession would be the over-riding issue if it were not for the attacks. The entire left wing terrorist attack for 2002 was being planned for that, and required a continuous trashing of Bush between now and then. It was a risky scheme, now it's a non-existent one, and they have a new problem...
