Hi Carolyn; I'm guessing that what Newt is saying is actually being talked about privately throughout the administration, and is also being talked about privately when they talk to foreign governments. Maybe they're not publicizing it because it doesn't play well with the American public right now.

Roosevelt / Truman didn't give any hint of the Marshall plan until after the surrenders, did they?

They've been hinting at this being more complicated than just a quick attack by talking about stuff like "economics" and "diplomacy". I think the Middle East is going to see the US using access to its market as a carrot more than the US military as a stick.

The basic assumption that Newt is making (and I'm making as well) is that economic progress destroys fanaticism. The book "The End of History" covers this idea, and that book was joked about in the article with the Newt quotes. Given this, the US really has no choice but to push these countries into the 21st century. Or maybe the 19th century, then hope for the best.
