So what do we do to create those incubators?

The very short answer is that the major countries [including the US] are in the business of death. They provide arms to the third world because they are willing to buy them and we are quite happy to sell them. It's about money. They have the morality of a pimp. Sometimes we even provide the weapons pro bono, if we have some rationale [or rationalization] for it. Economic and political instability are the incubators for people like Stalin, Hitler, Pol Pot and terrorists. Perpetuate war and one will rise from the ashes.

The UN has finally made some inititives in limiting the sale of small arms to the third world. The US, China and Russia objected, our bogus reason was the 2nd amendment. It didn't impact the 2nd, one iota; it's about money.
