Flap Bill Clinton was in charge of 7 prosperous years. He had the political power to have influenced and achieved most of what he wanted. The truth is with the economy as strong as it was the technology was not there. Actually the technology is there for Americans to work from home and it is there that we can save with enormous cost benefits. Right now in Silicon Valley it is amazing to see how the traffic has diminished with just a slight increase of unemployment.
If we worked from home 40 %, a very reasonable amount, and companies staggered that arrangements we could reduce our energy consumption without damaging the economy.
By the way when they attacked, Kyoto and so many other pipe dreams died along with it. Get ready to drill in the US. The illiberals best hope is to encourage Telecommuting. However it runs against their grain. They like to have to much control over our daily lives.
