Because the new defense focus won't necessarily require systems that are designed for the harsh conditions of the battlefield, the military will likely bend its rigid policies of buying military-grade or mil-spec parts and instead buy large quantities of commercial equipment right from the warehouse, according to industry sources. ..."

Also contains very brief mention of size of mil-spec chip business and which companies are now out of that market segment.
