Let them sweep their own neighborhoods before we attack Afghanistan to reduce that risk. However, I don't think strikes on Afghanistan can be avoided unless the Taliban does an about face. Doubt they will.

Yes, some are always afraid to do anything other than let the terrorists have their way with the world so long as their own don't get harmed and even then it might not matter.
