I have seen this personally. A company that I have invested in has completed proof of concept and needs funding to go to prototype. This is not wild-eyed R&D, but a nice wrinkle on existing technology. Last week 2 angels who had been prepared to jump in - we were just working final term sheets in August - decided that things were too uncertain and backed out. A shift in tax policy alone might be enough to get guys like that to be a little less risk averse... but something needs to be done. Everyone is managing to preserve capital, not exactly the way to get the machine chugging again.
