You mean at this point there is no NetBEUI selection available from the Network Protocol Panel??:

"If NetBEUI is missing, then click Add… select Protocol, click Add … and select Microsoft. Then select NetBEUI "

I know Win98me has some problems but this is weird because it is part of the OS installation procedures. Short of doing a reinstall of the OS I'm at a loss if this is the problem.
