I'd suggest that the terrorist network was not prepared for success and did not understand what success would mean. I don't think they understood that when the hit the World Trade Center they would be killing people from all over the world. Just as many Americans were surprised at what hate could do, many good people all over the world were horrified and felt revulsion.

I believe a lot of the ability of the terrorists to have success in this case had to do with the fact that folks were asleep at the switch. There were leaks of intel that were ignored.

Also there have been reports of phone traffic now being confirmed as the volume of information processing trails days behind. This can be fixed with money and more resources to close the delay time.

There may be some plot yet to be hatched but I expect that the terrorists network will be greatly pruned. Also as money is available for those who wish, all manner of individuals will be able to penetrate these terror cells.

I believe over time the US will provide the terrorists the most advanced encrypted communications that make monitoring trivial. The folks from mud huts have pissed off one hell of a lot of Americans and engineers are Americans and the Americans will have their justice.
