4. The emotional and political impact of the attack and the terrorist threat is clearly far and away the dominant prism through which this event is being viewed.

I agree with you about the US, but not about the Russians and perhaps other governments in the area. My guess is they are looking closely at the downsides of having US forces on the ground in their countries and the likelihood that once there, they would stay.
