A voice or data transmission or a paper trail leading to or from him, giving instructions for some of the particulars of the crime. The US Government is making an ass out itself by not having any proof. So in lieu of evidence, it is going to puff itself up, spend millions of dollars, risk many more American citizens lives, and kill some more civilians of another country. Seems childish to me.
