The "government" can be silent- ministers of all denominations can be invited to speak. I see no need for the government to "get religion" for an occasion to be solemn. In fact, Greg, I've been to extremely moving services that had no reference to God in them at all. They were services in honor of the lives of the departed, and the departed happened to be agnostics. If you were eulogizing a person of the cloth, you could still mention God as pertains to them, without taking on the mantel yourself. I hope you can see that.
