From the SC 13/D related to Allen's sale:

On September 10, 2001, Vulcan Ventures sold 21,698,778 shares of Common Stock to the Issuer pursuant to a Stock Purchase Agreement (the "Stock Purchase Agreement") dated as of September 10, 2001 between Vulcan Ventures and the
Issuer. After giving effect to such sale, neither Vulcan Ventures nor Mr. Allen beneficially owns any securities of the Issuer.


I doubt that he'd repurchase INSP shares. Usually, I observe, that when a tax loss is taken the party subject to the loss moves on to other things, which seems to be the healthiest course to take. It's time for Allen and INSP to both move on and not look back. Breaking up is hard to do, but getting back together usually leads to further unhappiness.
