U're off topic ... In 1995, the FBI began increasing its team of counterterrorism agents. In 1998, then-Director Louis Freeh named terrorism as a top FBI priority. And by 2001, FBI counterterrorism spending had grown to $423 million. The agency was focused on a proactive stance determined to anticipate and plan for a host of potential terrorist threats. But in spite of the agency's goals, and some increased spending, in-house computer systems and other technology lagged, few agent-translators were available for critical analyses, and other agents lacked the supplemental training to effectively target and follow through on terrorist suspects. In the end, the worst terrorist act on U.S. soil slipped through the intelligence gathering net, leaving no way to stop the attack.
