<Well the "illegally" doesn't mean much (IMO) because there "should" be freedom of assembly> Freeus, why should there? The purpose of free assembly is to hold meetings to communicate. If the purpose is to organize a riot or military action, I see no reason to allow a mob to get out of hand and destroy people and property or block the public way.
